A heat diffuser may help with a thin pot, though it is not always needed. A heavier stainless steel saucepan with a flat base often gives more even results.
If rice has already stuck, I fill the warm pot with water and let it sit. A wooden or silicone utensil can loosen the softened layer. Metal tools may leave scratches.
Too much water, a loose lid, or excessive stirring can cause this texture. I measure the water with the same cup used for the rice, keep the lid closed, and reduce the liquid slightly on the next attempt.
The rice may also look wet right after cooking. Resting it with the lid on can solve part of that problem. If the grains are already soft and broken, less water is the better adjustment.
I tested three batches with one cup of jasmine rice:

A lid that fits well should sit evenly without leaving a wide gap. The vent should release some pressure without allowing a strong stream of steam to escape. If the lid rattles during cooking, lower the heat and check whether the fit is suitable.
Use the right water level
Even a good pot cannot correct a large water mistake. Rice type, age, and rinsing all affect the amount of water needed.
For white rice, I start with the package guide and adjust after one test. If the rice turns soft and wet, I reduce the water slightly. If the bottom burns while the grains stay firm, I check the heat and the pot before adding more water. Extra water may make the upper grains softer without fixing the hot spot below.
Rinsing can also remove loose starch from the surface. I rinse until the water looks less cloudy, then drain the rice well. Rice that carries extra water into the pot can become soft before the cooking cycle ends.
Control the heat
High heat may bring the water to a boil quickly, but it can also burn the bottom layer. Once the water reaches a steady simmer, I lower the heat and keep the lid closed.
Opening the lid every few minutes releases steam and changes the cooking balance. I let the rice cook undisturbed, then rest it with the heat off for about ten minutes. That resting period gives moisture time to spread through the grains.
If your stove has strong heat in the center, move the pot to a lower setting sooner. A heat diffuser may help on some gas stoves, but it should be used only when it is safe for the cookware and burner.
Inspect the cooking surface
A scratched or damaged nonstick surface can cause rice to stick more easily. Food residue can create small hot spots as well. I clean the pot with a soft sponge and avoid metal tools that may damage the coating.
A pot with a worn surface may still boil water safely, yet it may no longer cook rice evenly. When the coating is peeling or the base is badly warped, replacing the pot is a safer choice than trying to fix the recipe.
Match the pot to the stove
Induction cooktops need cookware with a compatible magnetic base. A pot may look suitable but heat poorly if only part of its base connects with the induction surface.
On a gas stove, flames should stay under the base rather than climb up the sides. On an electric coil, the base should sit flat against the coil. Uneven contact can leave one section of rice overcooked while another section remains wet.
Try a simple test
I use this test when I am unsure whether the pot is causing the problem:
Add one cup of rice and the recommended amount of water.
Cook it with the same burner setting used in a normal meal.
Avoid lifting the lid during cooking.
Let the rice rest before checking the texture.
Look at the bottom, center, and top separately.

Steel wool may seem fast, yet it can create scratches. Strong oven cleaners may also damage the finish or leave residue if they are not rinsed properly.
I avoid pouring cold water into a very hot pot. I also avoid placing a damaged pot back on high heat before checking its base. If the bottom no longer sits flat, cooking may become uneven.
Salt can leave spots when it is added to cold water and settles on the metal. I add salt after the water has begun heating and stir it into the liquid.
A few habits make cleaning easier:
When I cook rice in stainless steel, I wash the pot soon after serving. A five-minute rinse is easier than removing a hard layer the next morning.
A marked stainless steel rice pot is often still usable. Start with warm water, move to baking soda for burnt food, and use diluted vinegar for mineral or heat marks. Gentle tools, controlled heat, and patience usually do more than forceful scrubbing.

Basmati rice often benefits from a longer rinse. Short-grain rice naturally stays stickier, so rinsing will not turn it into loose, separate grains.
High heat brings the water to a boil quickly, but it can also create a hot layer at the base of the pot. The bottom rice may scorch before the upper rice has absorbed enough water.
I use medium heat to bring the water to a gentle boil. Once I see steady bubbles, I stir once, cover the pot, and lower the heat.

A stainless steel spoon can also scratch the surface of a thin pot if used roughly. A wooden or silicone utensil works more gently.
A thin stainless steel pot can heat unevenly. The center may become hot while the outer edge stays cooler. This creates a common pattern: burnt rice in the middle and wet rice around the sides.
I prefer a pot with a thicker base. A heat diffuser can also help when the pot is very light. It spreads heat across the bottom and makes low-temperature cooking easier to control.
This does not mean an expensive pot is required. A stable lid and an even base often matter more than the brand name.
Steam cooks the rice. Every time I lift the lid, some of that steam escapes. The rice then needs more time, and the water balance can change.
I check the rice only after the expected cooking period. For many white rice varieties, that may be around 15 to 20 minutes after the heat is lowered. Brown rice usually needs more time and water.
If the lid does not seal well, I place a clean kitchen towel over the pot before setting the lid on top. The towel must stay away from the flame or electric heating element.
Rice continues to settle after the heat is off. I let it rest, covered, for about 10 minutes. This gives the remaining moisture time to spread through the grains.
When I skip this step, the bottom often feels wet while the top seems dry. Resting helps create a more even texture without adding extra water.
After resting, I loosen the rice with a fork. I lift and separate the grains instead of pressing them down.
If rice sticks to the bottom, I do not scrape the browned layer into the rest of the pot. That can spread a bitter taste through the whole batch.
I move the unburnt rice to another bowl and leave the stuck layer behind. For cleaning, I add warm water and a little dish soap to the pot, let it sit, and use a soft sponge. A short soak is often enough for light sticking.
Harsh scrubbing can leave marks on stainless steel, so I avoid using rough pads unless the cookware instructions allow them.
When a batch fails, I used to change the rice, water, heat, and cooking time together. That made it hard to know what caused the problem.
Now I change one factor at a time:
For example, if the rice is wet, I reduce the water by a small amount on the next attempt. If it is firm but not burnt, I add a little water or extend the covered cooking time. If the bottom burns, I lower the heat and use a thicker pan or diffuser.
